Washington backflow freeze protection requirements

Washington backflow freeze protection requirements split the state in two: a wet, mild west side where insulation is usually enough, and an east side where Spokane writes heated enclosures into its water rules. Same state code, very different answers.

The state layer

Washington's Department of Health regulates cross-connection control under WAC 246-290-490. Subsection (6)(b) requires purveyors to see that approved assemblies are installed so they can be operated, maintained, inspected, and tested "using standard installation procedures acceptable to the department such as those in the USC Manual or PNWS-AWWA Manual," and so that the assembly "will not become submerged due to weather-related conditions such as flooding." There is no freeze clause in the rule itself; freeze protection comes in through the plumbing code and the purveyor's program.

Washington adopts the 2021 Uniform Plumbing Code (WAC 51-56-003). The UPC's freeze-protection provision (§603.4.7) calls for an outdoor enclosure complying with ASSE 1060 or a method acceptable to the Authority Having Jurisdiction, so insulated covers are accepted where the purveyor accepts them.

What the purveyors add

Spokane's Rules and Regulations for Water Service Installation (effective October 20, 2025) are the clearest east-side example. Reduced pressure assemblies for premises isolation of high-hazard sites, and for systems with a booster or fire pump, go at the property line, and where the meter sits at the property line the RP "shall be installed downstream of the meter in a heated enclosure near the property line or inside the building with an approved sized floor drain." Any assembly that could be submerged by groundwater goes "above ground and in a heated enclosure" or in a watertight vault. Outdoors, that leaves no room for a soft cover on a utility-regulated RP.

West-side purveyors (Seattle, Tacoma, the Puget Sound districts) publish testing and listing requirements and generally leave the freeze-protection method to the installer. Confirm with the specific purveyor before quoting insulation as the method; the state has hundreds of them.

What this means for a cover

  • Spokane and the Inland Northwest: heated enclosure on utility-regulated RPs. Covers are for private-side assemblies and irrigation zones that are drained for winter.
  • Puget Sound and the coast: an insulated cover is often accepted; ask the purveyor and document it. A 975XL2 or Febco 860 under a fitted cover carries a west-side winter on a flowing service.
  • Irrigation everywhere: blown out and shut for winter, with the cover for the shoulder seasons.

Market notes

Puget Sound is a large irrigation and commercial market on Zurn Wilkins and Febco spec; the Tri-Cities and Spokane run colder and more enclosure-heavy. Irrigation supply and plumbing houses order through the distributor program. Oregon's rules next door are on the Oregon page.

Common questions

Does Washington require a heated enclosure for backflow preventers?
Not statewide. WAC 246-290-490 addresses submersion and installation procedure; freeze protection is left to the plumbing code and the purveyor. Spokane requires a heated enclosure, or an indoor installation with a floor drain, for utility-regulated RPs; most west-side purveyors do not specify a method, so ask.
Which manual does my purveyor follow?
Either the USC Manual of Cross-Connection Control or the Pacific Northwest Section AWWA manual; the rule allows both. Ask the purveyor's cross-connection specialist which one they enforce for installation.
Does an insulated cover satisfy this requirement?
That is the authority having jurisdiction's call, not ours and not your supply house's. Where a rule says freeze protection by insulation, heat, or both, an insulated cover is one of the named methods. Where a utility specifies an ASSE 1060 heated enclosure, it is not. Ask before you quote, and keep the answer in the job file.
